Ms. Momna Naeem (YP31-PUNJAB14) would like to invite attention of the Honorable Youth Minister for Finance, Planning Affairs and Economics to a matter of urgent public importance regarding promoting new investment mechanisms and reciprocal trade in order to continue development.

 
       
  4.

Mr. Motasim Billah (YP17-KP02) would like to invite the attention of Honorable Youth minister for Interior towards the negligence of NADRA in issuing CNICs to Afghan refugees and immigrants. It is imperative that the government should take immediate steps to prevent these immigrants obtaining CNIC's with the support of influential leaders or through bribes to NADRA staff.

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Mateeullah Tareen (YP04-BALOCHISTAN03), Ms. Mehwish Rani (YP46-PUNJAB29), Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01) would like to move the following resolution:

 
       
   

"This House applauds the recent decision of the Defense Committee of the Cabinet (DCC) to hold negotiations only with those militants who lay down their arms and renounce violence. Marking a pragmatic change in government's traditional approach-which was confused at best, the decision to use force against militants who refuse to lay down arms will go a long way in effectively countering the menace of terrorism and establishing the writ of the state."

Mr. Ejaz Sarwar (YP21-PUNJAB04), Mr. Motasim Billah Khan (YP17-KP02) would like to move the following resolution:

 
       
   

"This House is of the opinion that the government of Pakistan should develop proper Flood Preparedness plans, emergency response mechanisms and other preemptive measures to mitigate devastation caused by floods every year. The Government should build new water reservoirs, estructure irrigation and canal system and spread awareness about disaster and emergency control in Flood prone areas."

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05) would like to move the following resolution:

 
       
   

"This House is of the opinion that the Objectives Resolution shall be made back a part of the preamble of the constitution of 1973 in order to restore its original essence. A document that was supposed to serve as an advisory manual for constitution-framers, Objectives resolution was a incorporated in the preamble of all the three constitutions of Pakistan. However, later on, it was made a judiciable and substantive part of the Constitution by a military dictator. Its high time to undo this change."

Mr. Ali Raza Shafiq (YP29-PUNJAB12), Ms. Momna Naeem (YP31-PUNJAB14) would like to move the following resolution:

 
       
   

"This House is of the opinion that the Government should take immediate steps to restore all trains discontinued earlier in the country & also to matter of urgent public importance regarding dismantling of different Railways Track in Khyber Pakhtunkhwa and sale thereof to steel and furniture factories, causing grave concern amongst the public."

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Inam Ullah Marwat (YP14-KP04), Mr. Mateeullah Tareen (YP04-BALOCHISTAN03), Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01) would like to move the following resolution:

 
       
   

"This House unequivocally condemns the continuation of the barbarous "Dump and Kill" policy by the military establishment in Balochistan. Since the new nationalist-led government has assumed office, the body count of Baloch missing persons has been on rise, which reveals not only the ignominious indifference of the security establishment to the post-election realities but also their blatant disregard of the rightful authority of civilian government. If the establishment persists with such strategies, it is likely to accentuate further the crisis of national integration."

Mr. Ejaz Sarwar (YP21-PUNJAB04) would like to move the following resolution:

 
       
   

"This House is of the opinion that a parliamentary committee should be formed in order to look into the missing persons issue. This committee should propose proper legislation in this regard after consultations with relatives of missing persons, human rights organizations and relevant institutions so as to prevent such grave human rights violations."

"This House is of the opinion that "Indus Water Treaty is evidently the most successful confidence building measures between India & Pakistan nevertheless there is a need to make treaty more transparent by using state of art, satellite based real-time telemetry system in Azad Jammu Kashmir & Indian Held Kashmir for timely and improved water management."

Ms. Sitwat Waqar (YP12-KP02) would like to move the following resolution:

 
       
   

"This House is of the opinion that the recent jailbreak manifests the ineffectiveness of life imprisonment as a reliable penalty for terrorists in Pakistan. This house demands that the govt. should refrain from renewing the moratorium on death penalty despite pressures from human rights organizations or the Taliban immediately execute every one of the 7000 convicts on death row. Not doing so is also a violation of the Anti Terrorism Act (1997)."

Ms. Shahana Afsar (YP42-PUNJAB25), the Shadow Minister for Information would like to ask the following questions from the Honorable Youth Minister for Information:

 
       
   

Q1. The recent incident of Jinnah Avenue Islamabad has on one hand showed weakness of administration and forces but has also raised questions on media's role. Honorable Youth Minister for Information is asked to comment on the role of media during and after those 6-7 hours and about his stance over what should be the role of media in such hostage situations.

 
       
   

Q2. The Honorable Youth Minister for Information is asked to inform the house about his stance over mechanism of do's and don'ts for media. We desire to know Government's stance over whether the authorities or media itself will devise the limits/codes/guiding principles for media? Whoever does this, how its implementation will be ensured?

 
       
   

CALLING ATTENTION NOTICE

Mr. Mateeullah Tareen (YP04-BALOCHISTAN03) to invite the attention of the Honourable Youth Minister for Foreign Affairs and Defence towards Indian violation of the Line of Control on daily basis. The heavy fires received from across the LoC have resulted in the loss of many lives on this side. The concerned Youth Minister must dig out the causes of the violation of the ceasefire agreement (2003) and offer India an investigation of the matter by the United Nations peacekeeping mission.

"This House is of the opinion that the Government of Pakistan must introduce reforms in the existing police system as it is understaffed, unequipped and untrained in countering the growing crimes and acts of terrorism. It must not only be equipped with modern technology and developed infrastructure but their sphere of authority also enlarged. Moreover, their working without any external influence must be ensured."

Ms. Hira Mumtaz (YP41-PUNJAB24), Mr. Yasir Abbas (YP08-GB01) would like to move the following resolution:

 
       
   

"The House should discuss the situation in Syria, and its alleged use of chemical weapons, given its significance on the stability of the Middle East and its impact on Pakistan. It further believes that the international community should wait for the outcome of the UN investigation before taking any action."
