Mr. Muhammad Kashif Khan Khichi (YP39-PUNJAB22) and Mr. Inam Marwat (YP14-KPK04) invite the attention of Honorable Youth Minister for interior, Kashmir Affairs, Gilgitbaltistan and FATA towards the alarming terrorist's deadly attacks against politicians during election campaign in order to undermine the democratic system in Pakistan. Moreover it is need of the hour to ensure adequate security measures for political workers and Election 2013 keeping in view TTP threat to disrupt democratic system.

  3.

Mr. Kashif Ali (YP51-SINDH03) and Mr. Arsalan Ali (YP52-SINDH04) would like to move the following resolution:

 
       
   

"This House is of the opinion that the biggest threat to hold free and fair elections 2013 is the increased targets by the militants. There has been an increased identification by the militant groups to attack parties such as ANP, PPP and MQM who have historically retained and stood against terrorists in Pakistan. The coming elections are no less significant. At stake is the future of Pakistan as a democratic country. It is therefore high time that Election Commission Pakistan must not let the electoral process being hijacked by the anti-state forces and all the parties must vehemently condemn TTP's attacks. An adequate protective arrangement must also be made with the help of police, rangers and if needed the Army to ensure that people participate in elections free of intimidation and fears."

"This House is of the opinion that special investigation should be carried out and made to public, the findings over Quetta and Karachi carnage and sectarian target killing. So that conspiracy to sabotage peaceful environment of the country should be exposed. Moreover there is a need to check the foreign factor to destabilize our beloved country. Attacks against any citizen of Pakistan must be condemned and culprits must be brought to justice".

Ms. Zaib Liaqat (YP26-PUNJAB09) would like to move following resolution:

 
       
   

"This House is of the opinion that the overseas Pakistanis should be given the right to vote. The change is expected to affect more than three million Pakistanis living abroad. The possibility of introducing a "postal balloting" method seem to be the most easily implemented option, given the time available. Alternatively polling stations can be established at the embassies and consulates in foreign jurisdictions and the embassy officials can be appointed as the returning officers".

Mr. Ejaz Sarwar (YP21-PUNJAB04) would like to move the following resolution:

 
       
   

"This House is of the opinion that Kashmir issue lies at the heart of tension between Pakistan and India. It is indispensable for an honorable and equitable solution to Kashmir that both Pakistan and India move ahead with other confidence building measures such as liberalization of trade and relaxing visa regime to reach to the Kashmir problem step by step."

Ms. Zaib Liaqat (YP26-PUNJAB09) would like to move following resolution:

 
       
   

"This House is of the opinion that the blank box should not be included in the ballot paper. It is illogical because it will pave the way for undemocratic forces".

Mr. Junaid Ashraf (YP01-AJK01), Mr. Hasham Malik (YP09-ICT01), Ms. Sarvat Malik (YP10-ICT02), Ms. Bushra Iqbal Rao (YP60-SINDH12) and Mr. Muhammad Faizan (YP36-PUNJAB19) would like to move the following resolution:

 
       
   

"This House is of the opinion that a uniform system of education should be introduced all over the country, amalgamating all the systems into one such system which would not only suit all the needs of the society including both religious and modern education but will also progressively overcome the problem that multiplicity of system creates. Moreover, the educational budget must also be increased and proper utilization of it must be ensured."

Mr. Najam u Saqib Memon (YP59-SINDH11) would like to move the following resolution:

 
       
   

"This House is of the opinion that the government of Pakistan should devise an environmental policy and make special efforts to shift industrial zones away from residential areas in order to save the precious lives of its citizens and other living organisms from the havoc of dangerous pollutants. Along with that it is need of the hour to initiate policies. I.e. plantation schemes, spending at least 2% of budget to develop environment friendly zones in each district as well as at union council level throughout Pakistan and by creating awareness among masses through mass media. By adopting such methods there would be possibility that we might secure our future generations from the hazards of extreme weather conditions, and their everlasting impact on our planet as a whole."

"This House is of the opinion that it is high time that we acknowledge that there is a need to open up our minds to a debate about Article 62 & Article 63 of the constitution of Pakistan and amend/remove the highly controversial and vague clauses."

Ms. Shahana Afsar (YP42-PUNJAB25) and Mr. Abdul Samad Khan (YP16-KP06) would like to move the following resolution:

 
       
   

"This House is of the opinion that no nation has ever progressed by forgetting or leaving its national language. Urdu language is on the path of decline and its importance and sanctity is diminishing. Immediate steps should be taken not just to revive understanding of its beauty and importance but also about making it the official language of Pakistan as stated in the constitution of Pakistan, in near future."

"This House is of the opinion that the upcoming elected government of Pakistan must take measures to deweaponize the country. In this regard, the government should ban the unauthorized production and use of arms and weapons and make possible measures to control illicit trafficking, possession and display of arms and weapons in the country, so as to eradicate killings, kidnapping for ransom and extortion by terrorists, criminals and anti-social elements for waging guerrilla war against the state, mass destruction, suicide bombing, desecration of places of worship, killings of innocent citizens and to restore peace, tranquility, sanity and public order in the country."

Mr. Umar Naeem (YP48-PUNJAB31) and Mr. Reyyan Niaz Khan (YP23-PUNJAB06) would like to move the following resolution:

 
       
   

"This House is of the opinion that anyone involved in abrogating the constitution of Pakistan should be met with iron fist. It is imperative that the cases revolving around the violation of constitution must not be personalized and all the civilian and military people involved into the incidents of 1999 coup ex dictator and the November 3, 2007 emergency should be taken to task, so that justice may be done."

Mr. Mateeullah Tareen (YP04-BALOCHISTAN03), Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01), Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Usman Jilani (YP13-KP03), Mr. Inam Ullah Marwat (YP14-KP04) and Ms. Sharmeen Qamar (YP43-PUNJAB26) would like to move the following resolution:

 
       
   

"This House is of the opinion that immediate step shall be taken for the repatriation of Afghan refugees. The Residential and Proof of Registration cards issued to Afghan refugees had expired on 31 December, 2012. As decided by Tripartite Commission (2 delegates each from each from Afghan, Pakistan and UNHCR) the refugees repatriation should have started by the end of 2012 but this did not happen. Refugee camps have become safe havens for the terrorist and banned outfits. These camps are producing man power for the TPP and outlawed organizations. Moreover, they are burden on the limited health, education, water and sanitation facilities of the host community. Therefore, government shall take steps for the removal of Afghan refugee camps and their immediate repatriation."

"This House is of the opinion that the province of Baluchistan has been very poorly handled by the consecutive governments of Pakistan that came to power ever since its annexation and failed to realize its value. As a result of which there is a growing insurgency leading to not only extreme dissatisfaction but also separatist sentiments among the Baluch people. This side of the House demands that the coming government take all measures to earn the goodwill of the people of Baluchistan and resolve their grievances."

"This House is of the opinion that the menace of terrorism and religious extremism poses an existential threat to the state of Pakistan. In the contemporary situation, there is a dire need for devising a comprehensive and holistic strategy against the faith-and-sect-based violence. While the Parliament of Pakistan has recently passed "The National Counter Terrorism Authority Bill, 2013? that aims to set up a national anti-terror body, a new strategy shall include, but should not be limited to, monitoring supporters of the militant groups in the civil and military administration, curtailing societal sources of support, addressing socio-economic causes of religious extremism and taking strict action against the use of violence. Above all, as a prerequisite for all this, an open dialogue on the issue needs to be initiated so as to challenge certain established norms and concepts and to pave the way for developing a broad national consensus."

"This House is of the opinion that a stable Afghanistan is in Pakistan's interest. It is imperative that Pakistan should have a clear and defined policy disregard of the US towards post 2014 Afghanistan. Pakistan shall support an all-inclusive afghan government representing different ethno, linguistic, sectarian and religious factions. Besides, Pakistan Government must pipeline there concerns through diplomatic channels."

"This House is of the opinion that new provinces shall be formed in the country on the basis of a multiple criteria, which takes into consideration both administrative and ethno-linguistic factors. New federal units of Bahawalpur Janobi-Punjab, Southern Pashtunkhwa (North-Western belt of Balochistan), FATA and Hazara province shall be formed considering the popular demand for their creation and their economic and administrative viability. Creation of new provinces will not only strengthen federal integrity but will also ensure devolution of power to the grass root level."

Mr. Reyyan Niaz Khan (YP23-PUNJAB06) would like to move the following resolution:

 
       
   

"This House is of the opinion that the recent democratic dispensation came as a result of great sacrifices rendered by the people of Pakistan. And for further continuation of the democratic setup in the government balance of power between institutions should be made in order to strengthen the federation and constitutionalism for the resolution of national issues. The house supports the efforts made by the all the political parties for strengthening the democracy in these five years time and expects the same response by them in the formation of new government."

Mr. Ummar Awais (YP34-Punjab17) would like to move the following resolution:

 
       
   

"This House is of the opinion that voting is a sacred duty as it decides the fate and destiny of the country for the next 5 years. Hence it's important to ensure that every eligible person must take part in the election process. This resolution asks for making VOTING MANDATORY IN PAKISTAN for all eligible citizens and setting election commission to make necessary arrangements to make it possible in the 2018 elections."

Ms. Sharmeen Qamar (YP43-PUNJAB26) would like to move the following resolution:

 
       
   

"This House is of the opinion that the Right of assembly and Right to protest are fundamental human rights. But at times such protests are turned into a mob of loot and arson by rabble rousing speakers and hate speech mongers with grave consequences for life and public-private property. This resolution asks the house to legislate that all losses incurred as such will be recovered from the organizers along with full enforcement of rule of law."

Mr. Afnan Saeeduzzaman Siddiqui (YP54-SINDH06) would like to move the following resolution:

 
       
   

"This House is of the opinion that the coal is the cheapest source of commercial and consumer energy being used worldwide. Pakistan is blessed with immense resources of coal and the need of the hour is to strategize their proper utilization. This resolution asks upon government to expedite its efforts in acquiring coal driven power plants and to lay apt provisions in coming budget to develop indigenous coal technology and alternative resources in academia and technicians."

"This House is of the opinion that the Supreme Court should limit judicial activism, since it is interfering in the executive's domain, and by doing so it is not only crossing the lines which keep the executive and judiciary separate, but is also affecting the day-to-day governance process. Moreover, it has political implications in Pakistan's polarized political context which lead to political instability and internal disharmony. Therefore, the judiciary should exercise judicial restraint and let the executive work and deliver on its own, and instead should focus on providing speedy justice to all and sundry, without a bias towards a few chosen cases."

"This House is of the opinion that media in general must refrain from the practice of 'media trial' for the cases which are subjudice. It is harmful for the society in terms of maligning the reputation of those involved especially the ones who are later, not proven guilty. The sole responsibility of giving verdicts lies with the courts and the media must not be allowed to give verdict-like statements and show discussions that might even affect the outcome of the cases under review of the courts."

"This House expresses complete solidarity of people of Pakistan with the government and people of United States of America on the recent two incidents of Texas and Boston .Conveys the deep sympathies of the people of Pakistan for the families of those who lost their loved ones as well as to those whose lives have been affected. Affirms conviction that the American people will soon overcome the effects of the catastrophe and rebuild and fully recover from the effects of these disasters remembers with gratitude the support and assistance given by United States of America to Pakistan at both national and international forums .Reaffirms the friendship and excellent relations existing between the people of the two countries. Reiterates the readiness of the people of Pakistan to stand by the people of USA and assist in any manner possible."

"This House is of the opinion that the coming new government must ensure that local government elections take place as early as possible, which are pending to be held since 2009. Local governments are a constitutional requirement. Article 140 A of the constitution states (After the 18th amendment): "Each Province shall, by law, establish a local government system and devolve political, administrative and financial responsibility and authority to the elected representatives of the local governments. Elections to the local governments shall be held by the Election Commission of Pakistan." Articles 32 and 7 also support the local governments as public institutions. The coming government must think beyond political motives and allow local governments to empower the common masses starting from the lowest tier, in the true spirit of democracy."

Mr. Yasir Abbas (YP08-GB 01) would like to move the following resolution:

 
   

 

 
   

"This House believes that government of Pakistan should educate the public about the nuclear program of Pakistan and the precautionary measure during possible war. Government should make an effort to make the public well familiar with the requirement of Nuclear Weapons as deterrence, and at the same time educate the public to counter the propaganda regarding their safety and security in international community."

"This House is of the opinion that it is the time to understand the different responsibilities of legislative bodies and local government bodies. It is imperative to strengthen democracy at the local level with administrative and financial powers at the district and union councils to look after the civic and area development projects. While legislative bodies must focus on making laws/policies to benefit society."

"This House is of the opinion that Pakistan has been suffering from acute shortage of energy due to the problem mainly consists of four major parts; firstly dishonest & incompetent management, secondly theft and inefficiencies, thirdly delaying or non-implementation of major projects like gas & oil exploration especially large dams', fourthly and finally reliance on oil & misuse of gas resources through CNG. Pakistan is facing a shortfall of electricity more than 6000MW while our demand is 18000MW and the installed capacity 21036MW. Ironically, Pakistan energy supply primarily comes from natural gas which is 45%, oil 35%, hydel 12%, coal 6% and nuclear 2%. The government has to strive hard to deal with energy crisis which currently needs to shift balance from oil to coal and hydel in next five years."

"This House is of the opinion that student unions having no political affiliation should be allowed to operate in universities/colleges under the national union of students, to which all students unions across the countries must be affiliated, so that the democracy could strengthen and new breed of leadership could emerge."

"This House is of the opinion that foreign policy of Pakistan should be more flexible for Asian countries. It should also portray Pro-Asian approach. This will lead Pakistan to strong regional interactions, more trade opportunities, better relationships with neighbors and thus a strong alliance with them for safe and enhanced economy."

"This House believes that the delay in the issuance of passport has badly affected the workers and students. Large number of students could not join their foreign educational institutions due to the non availability and non issuance of timely passport. Workers residing aboard are stopped from working due to the expiry of passport. These people earn huge foreign exchange for the country, but in return the government is giving a deaf ear to the sufferings of Pakistani residing aboard. It's high time that government should take immediate steps to ensure the timely issuance of passport."

"This House is of the opinion that the government of Pakistan should initiate strict policies against actors of cyber crime at national as well as international level through joint venture of developing countries. Ensuring the implementation of such policies through special treaties with partner countries for effective functioning of above said set of rules and policies. And any culprit found indulged in such crime should be punished with iron fist, as per criminal law of that land."

"This House is of the opinion that according to the provisions of Pakistan Penal Code sections 146-149 and 152-154 any such perpetrators who violate that citizen's rights of peaceful assembly and protest, protected under the constitution and subsequently causes affray and riots should be held liable and official complaints should be launched by the concerned authorities to bring the violators to justice and instill a deterring effect from any such incident again."

"This House is of the opinion that the government of Pakistan should ensure the implementation and enforcement of the prohibition of Smoking and Protection of Non-Smokers Ordinance 2002 and a special mechanism should be devised to ensure that the law to ban smoking for those under 18 is being fully implemented."
