Born on April 3, 1990. Hazrat Wali Kakar received his early education from his hometown and passed his Matriculation from an open ground Taat school. In order to avail better educational facilities he moved to D.I.Khan and acquired HSSC degree from Qurtaba College later he completed his BSC (hons) Geography with Political Science and History as minor subjects from Government College University (GCU), Lahore. Currently, he is the Vice President of GCU Library Society and Co-editor of GCU Sport Magazine. He had been a Joint Secretary of Garrett History Society and also General Secretary of Disaster Risk Management Society in GCU. Furthermore, he was an Associate Editor of GCU Magazine Scientific Ravi. He has also written an article in Rationalists Society of Pakistan “A Stable and Neutral Afghanistan in the Interest of Pakistan” in this regard.

Politically, Hazrat Wali Kakar is affiliated with Blue Party and is member of Youth Parliament Standing Committee on Interior, Kashmir Affairs, Gilgit-Baltistan and FATA and former Youth Minister for Interior, Kashmir Affairs, GB and FATA from February 27, 2013 to July 04, 2013

Mr. Mateeullah Tareen (YP04-Balochistan03), Mr. Hazrat Wali Kakar (YP02-Balochistan), Mr. Rafiullah Kakar (YP06-Balochistan), Mr. Usman Jilani (YP13-KP03), Mr. Inam Ullah Marwat (YP14-KP04) and Ms. Sharmeen Qamar (YP43-PUNJAB26) would like to move the following resolution: “This House is of the opinion that immediate step shall be taken for the repatriation of Afghan refugees. The Residential and Proof of Registration cards issued to Afghan refugees had expired on 31 December, 2012. As decided by Tripartite Commission (2 delegates each from each from Afghan, Pakistan and UNHCR) the refugees repatriation should have started by the end of 2012 but this did not happen. Refugee camps have become safe havens for the terrorist and banned outfits. These camps are producing man power for the TPP and outlawed organizations. Moreover, they are burden on the limited health, education, water and sanitation facilities of the host community. Therefore, government shall take steps for the removal of Afghan refugee camps and their immediate repatriation.”

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Mateeullah Tareen (YP04-BALOCHISTAN03), Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01), Ms. Mehwish Rani (YP46-PUNJAB29) and Mr. Rajesh Kumar (YP61-SINDH13) would likely to move the following resolution: “This House is of the opinion that the menace of terrorism and religious extremism poses an existential threat to the state of Pakistan. In the contemporary situation, there is a dire need for devising a comprehensive and holistic strategy against the faith-and-sect-based violence. While the Parliament of Pakistan has recently passed “The National Counter Terrorism Authority Bill, 2013" that aims to set up a national anti-terror body, a new strategy shall include, but should not be limited to, monitoring supporters of the militant groups in the civil and military administration, curtailing societal sources of support, addressing socio-economic causes of religious extremism and taking strict action against the use of violence. Above all, as a prerequisite for all this, an open dialogue on the issue needs to be initiated so as to challenge certain established norms and concepts and to pave the way for developing a broad national consensus.”

Mr. Mateeullah Tareen (YP03-BALOCHISTAN04), Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01), Ms. Nabila Jaffar (YP07-BALOCHISTAN07) and Mr. Ahmed Salman Zafar (YP24-BALOCHISTAN07) would like to move the following resolution: “This House is of the opinion that new provinces shall be formed in the country on the basis of a multiple criteria, which takes into consideration both administrative and ethno-linguistic factors. New federal units of Bahawalpur Janobi-Punjab, Southern Pashtunkhwa (North-Western belt of Balochistan), FATA and Hazara province shall be formed considering the popular demand for their creation and their economic and administrative viability. Creation of new provinces will not only strengthen federal integrity but will also ensure devolution of power to the grass root level.”

Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01), Minister for Interior, to introduce a Government Bill “The Role of Youth in the upcoming elections at 11th May 2013.”

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Mateeullah Tareen (YP04-BALOCHISTAN03),Ms. Mehwish Rani (YP46-PUNJAB29) and Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01) would like to move the following resolution: “This House applauds the recent decision of the Defense Committee of the Cabinet (DCC) to hold negotiations only with those militants who lay down their arms and renounce violence. Marking a pragmatic change in government's traditional approach—which was confused at best, the decision to use force against militants who refuse to lay down arms will go a long way in effectively countering the menace of terrorism and establishing the writ of the state.”

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Inam Ullah Marwat (YP14-KP04), Mr. Mateeullah Tareen (YP04-BALOCHISTAN03) and Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01) would like to move the following resolution: “This House unequivocally condemns the continuation of the barbarous “Dump and Kill” policy by the military establishment in Balochistan. Since the new nationalist-led government has assumed office, the body count of Baloch missing persons has been on rise, which reveals not only the ignominious indifference of the security establishment to the post-election realities but also their blatant disregard of the rightful authority of civilian government. If the establishment persists with such strategies, it is likely to accentuate further the crisis of national integration
