  Brief Profile  

Born on March, 15 1989. Rafiullah Kakar graduated from Government College University (GCU), Lahore in Feb 2012 as the top student in his year group, secured a Gold Medal and a place on the GCU Academic Roll of Honour. Hailing from a humble rural background, he is a resident of district Killa Abdullah, Balochistan. With Political Science as his major subject, Mr. Kakar served as the General Secretary and President of Quaid-e-Azam Political Science Society. He also remained a part of the distinguished Senior Club at GCU. Besides this he won certificates of distinction and merit for his active participation in extra-curricular activities. He was also selected for the Higher Education Commission Scholarship for the students of FATA and Balochistan. While at GCU, he also participated in the US State Department Global UGRAD Exchange Program and studied at Augustana College for one term in 2010. Most importantly, he has been selected for Rhodes Scholarship Pakistan 2013 for Oxford University London. His research interests are Identity Politics and Foreign Policy in Pakistan, with a special focus on KP, FATA and Balochistan. His work has been published in a number of local, national and international publications, including the Journal of Asian Politics and History. He enjoys playing cricket and football, and competing in quizzes. In School, he represented his institution Balochistan Residential College, Loralai in English declamation, debates, conferences and essay writing competitions. In the longer run, he aims to join practical politics.

Mr. Mateeullah Tareen (YP04-Balochistan03), Mr. Hazrat Wali Kakar (YP02-Balochistan), Mr. Rafiullah Kakar (YP06-Balochistan), Mr. Usman Jilani (YP13-KP03), Mr. Inam Ullah Marwat (YP14-KP04) and Ms. Sharmeen Qamar (YP43-PUNJAB26) would like to move the following resolution: “This House is of the opinion that immediate step shall be taken for the repatriation of Afghan refugees. The Residential and Proof of Registration cards issued to Afghan refugees had expired on 31 December, 2012. As decided by Tripartite Commission (2 delegates each from each from Afghan, Pakistan and UNHCR) the refugees repatriation should have started by the end of 2012 but this did not happen. Refugee camps have become safe havens for the terrorist and banned outfits. These camps are producing man power for the TPP and outlawed organizations. Moreover, they are burden on the limited health, education, water and sanitation facilities of the host community. Therefore, government shall take steps for the removal of Afghan refugee camps and their immediate repatriation.”

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Mateeullah Tareen (YP04-BALOCHISTAN03), Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01), Ms. Mehwish Rani (YP46-PUNJAB29) and Mr. Rajesh Kumar (YP61-SINDH13) would likely to move the following resolution: “This House is of the opinion that the menace of terrorism and religious extremism poses an existential threat to the state of Pakistan. In the contemporary situation, there is a dire need for devising a comprehensive and holistic strategy against the faith-and-sect-based violence. While the Parliament of Pakistan has recently passed “The National Counter Terrorism Authority Bill, 2013" that aims to set up a national anti-terror body, a new strategy shall include, but should not be limited to, monitoring supporters of the militant groups in the civil and military administration, curtailing societal sources of support, addressing socio-economic causes of religious extremism and taking strict action against the use of violence. Above all, as a prerequisite for all this, an open dialogue on the issue needs to be initiated so as to challenge certain established norms and concepts and to pave the way for developing a broad national consensus.”

Mr. Mateeullah Tareen (YP03-BALOCHISTAN04), Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01), Ms. Nabila Jaffar (YP07-BALOCHISTAN07) and Mr. Ahmed Salman Zafar (YP24-BALOCHISTAN07) would like to move the following resolution: “This House is of the opinion that new provinces shall be formed in the country on the basis of a multiple criteria, which takes into consideration both administrative and ethno-linguistic factors. New federal units of Bahawalpur Janobi-Punjab, Southern Pashtunkhwa (North-Western belt of Balochistan), FATA and Hazara province shall be formed considering the popular demand for their creation and their economic and administrative viability. Creation of new provinces will not only strengthen federal integrity but will also ensure devolution of power to the grass root level.”

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Mateeullah Tareen (YP04-BALOCHISTAN03), Mr. Ahmed Salman Zafar (YP24-BALOCHISTAN07), Ms. Mehwish Rani (YP46-PUNJAB29) and Mr. Inam Ullah Marwat (YP14-KP04) would like to move the following resolution: “This House is of the opinion that the recent wave of terrorist attacks across the country reveals the alarmingly growing strength of the militants on one hand and the ignominious apathy and indecisiveness of the government and the political forces on other hand. Even more perturbing and worrisome is the fact that we, as a nation, continue to live in a state of denial, without realizing the severity of the threat posed by terrorism. This House calls upon the government to devise a clear-cut and well-defined approach regarding terrorism. It is the time to bell the cat and rescue this country and its people from the menace of terrorism.”

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Mateeullah Tareen (YP04-BALOCHISTAN03),Ms. Mehwish Rani (YP46-PUNJAB29) and Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01) would like to move the following resolution: “This House applauds the recent decision of the Defense Committee of the Cabinet (DCC) to hold negotiations only with those militants who lay down their arms and renounce violence. Marking a pragmatic change in government's traditional approach—which was confused at best, the decision to use force against militants who refuse to lay down arms will go a long way in effectively countering the menace of terrorism and establishing the writ of the state.”

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05) would like to move the following resolution: “This House is of the opinion that the Objectives Resolution shall be made back a part of the preamble of the constitution of 1973 in order to restore its original essence. A document that was supposed to serve as an advisory manual for constitution-framers, Objectives resolution was a incorporated in the preamble of all the three constitutions of Pakistan. However, later on, it was made a judiciable and substantive part of the Constitution by a military dictator. Its high time to undo this change.”

Mr. Rafiullah Kakar (YP06-BALOCHISTAN05), Mr. Inam Ullah Marwat (YP14-KP04), Mr. Mateeullah Tareen (YP04-BALOCHISTAN03) and Mr. Hazrat Wali Kakar (YP02-BALOCHISTAN01) would like to move the following resolution: “This House unequivocally condemns the continuation of the barbarous “Dump and Kill” policy by the military establishment in Balochistan. Since the new nationalist-led government has assumed office, the body count of Baloch missing persons has been on rise, which reveals not only the ignominious indifference of the security establishment to the post-election realities but also their blatant disregard of the rightful authority of civilian government. If the establishment persists with such strategies, it is likely to accentuate further the crisis of national integration
